Is it possible for me to upload my own background image to my site without having to upgrade? If not, which upgrade permitting me to do so is the cheapest?

And another question, i dont know how to allow users to register to my website. any suggestions?

You can use the Advanced CSS editor to create your own background - but you need to know CSS.

Users can only register on upgraded websites.
