How can I configure my blog so everybody can start a blog message (without my permission) and not only respond to my writings?

Only administrators have rights to post blog posts. You can give others administration rights, but they will have access to change everything else.

Another option is to create a Form that will let users submit blog posts to you. You can then take those submissions and post them yourself.

Correct - that is how a blog works. If you want others to post their own messages outside of just comments, you would be talking about a 'Forum' instead of a blog. We do offer forums with our 'Business Plan'...
